Political Elites and Teacher Unions: Making Sense of the Politics of Mexico's Education Reform

The presentation will analyze the political actors and complex political dynamics associated with the initiation, legislative approval, initial implementation and prospects for sustainability over time of Mexico's most recent quality-oriented education reform effort. The analysis will focus on the teacher career component of the reform process, the specific conditions that allowed for its approval, the management of the political costs associated with its initial implementation, as well as on the internal tensions within that reform, their potential risks in terms of reform continuity.
