Using Data Science to Monitor Health Plan Compliance

Bayes Impact has partnered with the California Department of Managed Health Care (DMHC) to build an open source web application that uses United States Postal Service and Census data to examine healthcare network adequacy: a health plan's ability to provide timely access to medical services. The application helps the DMHC monitor the compliance of health plans for over 25 million Californians. Mehdi Jamei, Bayes Impact's Executive Director, will give a demonstration of the application and discuss challenges with the current structure of government as a “service provider” and why we need a new model to engage citizens and increase reliability and accountability in government.

Mehdi Jamei has a Ph.D. in Electrical Engineering from UC Berkeley. He joined Bayes Impact as a data scientist and technical lead in 2015, and has worked on a variety of data-driven social impact solutions, including a military skills translator for veterans looking for civilian jobs with the Department of Veterans Affairs (VA), a predictive model for risk of hospital readmission with Sutter Health, and claims analysis pipeline for the Quality Payment Program (QPP) with Center for Medicare and Medicaid Services (CMS).
